Beaver County 4-H Stockman's Club
ARTICLE I

NAME
ARTICLE IV

OFFICERS

Section 1
Membership in the Beaver County 4-H Stockman's Club is open to youth
between the ages of 8 and 18 as of January 1 of the current 4- H year. Youth
are encouraged to enroll in a market or livestock breeding project(s).

Section 2  
Remember this: To be Director you need to be a Volunteer leader. However,
one does not need to be a Director or serve on the Board of Directors to be a
Volunteer leader in this club. Who is or isn't a volunteer leader in a 4-H club is
decided by the extension staff working with the 4-H club not by any other party.

Membership of the Board of Directors of the Beaver County 4-H Stockman's
Club will include a total of twelve members: consisting often (10) qualified
adults who are to be a volunteer leader of the Beaver County 4-H Stockman's
Club (hereinafter referred toas Volunteer Leaders). The ten (10) adult volunteer
leaders will consist of six (6) Specie Volunteers Leaders(two from each
species) and four (4) parents elected from the membership annually for a three
year term of office, (herein after will be referred to as a Director) who cannot
succeed himse1f/herself; and two (2) junior members (herein after will be
referred to as Junior Directors) elected annually from the current year's
enrollment of the Beaver County 4-H Stockman's Club, who cannot succeed
himself/herself Only one (1) adult family member may serve on the board
during the year. If no nominee for either Director or Junior Director is found a
Director or Junior Director may serve another term in office. Junior Directors
must be 15 years of age as of January 1 of the current 4-H year and have been
a member of the club for two consecutive years and completed a project each
year. Junior Directors will be expected to represent the membership of the 4-H
club and will have a vote but will not serve as officers of the Board of Directors.
A Penn State Extension Educator from the Beaver County office will be invited to
be part of the Board of Directors. Specie Volunteer Leaders will be selected
from the ten adult members of the board of directors and from any other adults
who wishes to help this group maintain its purpose.

When an opening occurs by the resignation or removal of 4-H club officer a
special election will be held. The Chairman of the Board of Directors and
Junior Directors will conduct this election at a meeting of the Beaver County
4-H Stockman's Club.

If a Director or Specie Volunteer Leader should resign an appointment will be
made by the Board of Directors, If a Director position is open the person
elected to fill the vacancy will carry out the remainder of the year. The Director
position will be voted on at the first meeting of the new 4-H year for the purpose
of filling the vacated position for the term.

In the situation of the President or Chair's resignation the Vice President or
Co-Chair will move into the vacated office. New 4-H club officers and/or board
of director members must be approved by a majority vote membership of the
Beaver County 4-H Stockman's Club.

Section 3
No one will be denied participation in programs based upon race, color,
national origin, sex, religion or handicap.
ARTICLE III

MEMBERS and VOLUNTEER LEADERS
Section 1
The group shall be known as the Beaver County 4-H Stockman's Club.
Section 1
The purpose of the Beaver County 4-H Stockman's Club shall be to provide,
develop, execute and evaluate the educational programs and learning
experiences for the benefit of the members of the Beaver County 4-H
Stockman's Club. To promote the interests of the membership by creating
opportunities for life skill development, discovering more about animal
agriculture, leadership, service learning and so far as possible, cooperation
between the membership and to stimulate greater activity among them.

Section 2
To prepare and conduct the annual public sale at the Hookstown Fair, and to
provide for careful inspection of said sale entries that a credible offering may be
assured.

Section 3
To arrange for exhibits at the Hookstown Fair so as to provide exhibit space for
the market animals offered for sale and the growth of opportunities for breeding
project members.

Section 4
These by-laws will be reviewed and/or amended annually (by majority vote )of
the members of the Beaver County 4-H Stockman's Club and the Beaver County
4-H Stockman's Club Board of Directors. Changes to these by-laws must be
read or reviewed at two meetings of the Beaver County 4-H Stockman's Club.
Then they may be voted on by the 4-H members for either approval or
disapproval.

Section 5
In cooperation to help the club with suggestions and recommendations the
Beaver County 4-H Stockman's Club and the Beaver County 4-H Stockman's
Club Board of Directors work with the Beaver County Youth Development
Committee and the Beaver County Cooperative Extension Association.
ARTICLE II

PURPOSE

DUTIES OF THE BOARD OF THE DIRECTORS

Section 1
The officers of the board of directors shall be elected annually by a majority (6)
vote. Officers shall be elected for a one year term, or until their successors are
elected and qualified.
ARTICLE V

ELECTION OF OFFICERS

Section 1
The officers of the Beaver County 4-H Stockman's Club shall consist of a
President, Vice President, Secretary, Treasurer, and Sergeant at Arms elected
from the 4-H club membership. To be eligible for an office a 4-H member must
have been a member for two years and have completed a livestock project each
year. Refer to the attached "Suggestions for 4-H Club Officers" for further details
of the offices and
responsibilities.

Section 2
The officers of the Board of Directors shall consist of a Chairperson,
Co-Chairperson, Secretary, and Treasurer elected from the ten (10) adult
members of the board of director.

                         EXECUTIVE COMMITTEE

Section 3
The Executive Committee will consist of the Chairperson, Co-Chairperson,
Secretary and Treasurer of the Board. Duties of the Executive Committee will
include acting upon all emergency matters.
                                VICE-PRESIDENT

Section 2
The Vice President shall preside in the absence of the President and perform all
duties pertaining to that office.
                                    SECRETARY

Section 3
It shall be the duty of the Secretary to attend all such meetings of the Board of
Directors to conduct all correspondence and to carry out and execute all orders
and resolutions as directed by the Board of Directors; to keep a list of the
members of the Board; to keep minutes in order and present copies of the
meeting minutes; and report on decisions of the Board of Directors to the
membership of the Beaver County 4-H Stockman's Club at their regular meetings.

                                   TREASURER

Section 4
The Treasurer shall collect and keep an account of all moneys received and
expended for the use of the Beaver County 4-H Stockman's Club. All sums
received shall be deposited in the name of the Beaver County 4-H Stockman's
Club, in a bank approved by the Board of Directors; shall make a written reply at
the regular meetings of the Beaver County 4-H Stockman's Club and the Beaver
County 4-H Stockman's Club Board of Directors; prepare a written report at the
close of the year or when called upon by the Beaver County 4-H Stockman's Club
and the Beaver County 4-H Stockman's Club Board of Directors and have the
books audited annually at the end of the fiscal year. Funds shall be disbursed by
the Treasurer only upon approval of the club's budget by the members of the
Beaver County 4-H Stockman's Club collectively and checks may be drawn only
upon the signature of the Treasurer and the Chairman of the Board after the
business or individual has submitted a bill or receipt as proof and an expense
voucher has been completed and signed. Should expenditure exceed budget
amount the payment must be approved by the membership of the Beaver County
4-H Stockman's Club. At times, be subject to the supervision of the Beaver
County 4-H Stockman's Club Board of Directors and subject to its control. At the
expiration of his /her term all books, moneys and any other items related to the
club treasury are to be turned over to the newly elected Treasurer. The treasurer
must also follow the 4-H Financial Guidelines set forth by the Pennsylvania 4-H
program and Penn State Cooperative Extension.
                                     PRESIDENT

Section 1
The President shall preside at all meetings of the Board of Directors. He/She
shall fill all committees not otherwise provided for and perform any other duties
pertaining to the office of President. Give notice of all meetings to all members of
the Board of Directors and provide a printed agenda.
ARTICLE VII

SCHOLARSHIP
                          VOLUNTEER LEADERS

It shall be the duty of the Specie Volunteer Leaders to be present for that project
animals' weigh-in. The Executive Committee should be present for all
weigh-ins; shall attend the regular meetings of the Beaver County 4-H
Stockman's Club and Beaver County 4-H Stockman's Club Board of Directors or
call to inform the Chairperson of the Board of his/her inability to attend such
meetings. Specie Volunteer Leaders should contact the other Specie Volunteer
Leader to make certain a Specie Volunteer Leader is present at club functions.
Section 1
The Directors will provide for the workings of the scholarship fund.

Section 1
Beaver County 4-H Stockman's Club members must attend 50% of the 4-H
meetings to be eligible to show and/or sell their animals at a 4-H or junior show.
Youth must also participate in Ethics and Quality Assurance Trainings as
determined. 4-H members who do not participate in Ethics and Quality
Assurance trainings as needed are ineligible to show their animals at 4-H/junior
shows.

Section 2
A minimum of 9 regular scheduled Directors meetings will be held. Members of
the Board of Directors must attend five of those regularly scheduled meetings to
retain their membership on the Board of Directors. If a Director fails to comply
with these guidelines, the unexpired term will be filled by a special election from
the membership of the Beaver County 4-H Stockman's Club. See changes
made in Article III, Section 2. Absence is acceptable if the Chairperson is
informed before the meeting that the board member is going to miss the
meeting and the reason for the absence is accepted by the vote of the Board of
Directors.

                                      QUORUM

Section 3
Fifty percent or more of the Beaver County 4-H Stockman's Club and the Beaver
County 4-H Stockman's Club Board of Directors shall constitute a quorum for
the 4-H club or Board of Directors to take action on any matter brought before it.

                            SPECIAL MEETINGS

Section 4
The President may call a special meeting at any time s/he may deem advisable.
